Mr. JUSTICE BURT delivered the opinion of the court:
Defendant, Aaron C. Talton, was indicted in the criminal court of Cook County for the crimes of burglary, robbery and armed robbery and he was convicted of the lesser included offenses of burglary and robbery. He appeals directly to this court, contending that the convictions should be reversed because of prejudicial remarks made by the prosecutor to the jury in the opening statement, and that he was denied the effective assistance of counsel due to a conflict of interests.
The defendant was accused of being a participant in a burglary of a drug store at 2401 S. State Street in Chicago. During the burglary, which occurred at about 9:15 A.M. on April 3, 1964, a manager and pharmacist were robbed of some $300 and a single coin purse containing one dollar was taken from the store. The manager was unable to identify the defendant at the trial but the pharmacist positively identified him as being the robber who was brandishing a gun.

Bruce Kenna, chairman of the Rockford Planning Commission, said the Artuso deal has been on the commission’s radar for a few years. He called it “a significant development” that is needed and said it is difficult for the city to use the tax increment financing plan to attract the project because the state is in a tight budget.
He said Rockford is losing its business base to Elgin and wants to maintain its industrial identity.
“We were able to provide a significant contribution to Elgin in the form of approximately a million-dollar tax increment financing district,” said Kenna.
The Artuso project will be a $6 million project that will include 910,000 square feet of retail, restaurant, and office space, and 1,840 hotel rooms.
Elgin Mayor Thomas Knodell said, “This will be a tremendous boost for Rockford. It’s always good to see a project get off the ground.”
Construction of the project is scheduled to start in September of 2009, but the city has yet to have a lease signed for the property that will allow for construction to begin.
Elgin has agreed to provide the city with an annual rent of $300,000, which will be used to cover bonds for the project. The city expects to issue $25 million in bonds for the project and another $50 million will come from the federal government.
Elgin said the city has been an ideal partner in the project because it is one of the most business-friendly cities in the area and has helped the city obtain grants for the project.
“We’ve been partners with them for the last five years,” said Knodell.
Artuso will be the city’s first major new downtown project since 2001 when the Hancock Building was completed.
On the whole, the project is needed because the city is losing its business base to Elgin, Kenna said.
“I think the city needs to find a home for its business base and we are going to be a good home,” said Kenna.
He added that the city needs a “housekeeping” tax base to keep the city attractive.
“All of our projects and programs are designed to get us to the next level of growth,” said Kenna. “This is the first step.”
